Iraq is a country blessed with one of the largest petroleum endowments in the world, ranking only second to Saudi Arabia in proven oil reserves. The Ministry of Oil has had a glorious history in steering the petroleum sector through turbulent periods of extreme uncertainty, leading up to the fall of Saddam Hussein’s regime and the ensuing slow birth of the Iraqi Constitution and the New Hydrocarbons Law, currently tabled before Parliament, awaiting final approval.
It is at this stage in the evolving role of the Iraqi Oil Ministry that MSI’s Tatweer Project is positioning itself to provide the Ministry of Oil with the needed support to roll out training in the five core areas of public management, with the desired impact on service delivery within the Ministry and its sixteen affiliated companies, constituting a total labor force of 80,000 employees. The Tatweer Project, furthermore, is working closely with the Ministry to develop better understanding of the structural problems that have thus far affected efficient performance and curtailed productivity.
The Hydrocarbons Law will establish a new order in the decision making process regarding the future of the Iraqi Oil sector, inherently dependent on power sharing among the emerging Iraqi National Oil Company (NOC), the International Oil Companies (IOCs), the Oil Ministry, and the Iraqi Government with respect to future investments in a modern infrastructure, poised to elevate the Iraqi Oil sector to its expected heights and associated impact on economic growth.
Combining the vision of the Oil Ministry’s leadership with Tatweer’s extensive knowledge base, public management training experience, change management profiles, and connectivity with other key sectors and ministries, we are strategically well placed to making a lasting effect on the health and well being of Iraq’s most important and dynamic sector.
