About Tatweer
Since 2006, MSI has implemented the National Capacity Development project or Tatweer (in Arabic), part of the United States Government’s program to “build the capacity of key Iraqi ministries to deliver core services.” The Tatweer project provides comprehensive assistance to critical Iraqi ministries and offices delivering services to the Iraqi people. Tatweer helps the government of Iraq (GOI) rebuild its civil service as part of a general U.S. commitment to a strong, independent Iraqi government providing its people with food, medicine, power and a better future.
Tatweer advisors interact daily with their ministerial colleagues in the Executive offices of the Presidency Council, the Prime Minister's Office and Secretariat of the Council of Ministers, and the Ministries of Planning, Electricity, Oil, Agriculture, Municipalities & Public Works, Health, Water Resources, Justice, Migration and Human Rights.
The training component of Tatweer builds core skills in public administration across a broad spectrum of the civil service throughout the country. The project works with the GOI to link training to career development and to a larger effort to promote a transparent, merit-based civil service through close support to the Iraqi Federal Civil Service Commission.
In addition to its work with the Executive and in key Ministries, Tatweer supports complementary, government-wide activities intended to strengthen public management. Tatweer works in close cooperation with the National Center for Consultancy and Management Development (NCCMD), which has served as the GOI's premier public administration training center for over thirty years. It also coordinates with ministerial training centers, NGOs, vocational colleges and other local institutions to sustain a vibrant training network within Iraq.
Illustrative Results to Date:
* Training provided to over 28,000 civil servants and 300 trainers from all 18 Provinces
* Ministerial training centers coming online across Iraq with Tatweer support, including curriculum, equipment, trainers
* Self-assessment and process re-engineering systems becoming part of GOI institutional culture
* Tatweer's lead civil service advisor was appointed by the Prime Minister to help develop a Civil Service Commission and a new Civil Service Law
* Organization charts, job descriptions, process maps, and internet connectivity developed for key departments, agencies and Ministries
* 180 candidates selected for overseas Masters Degrees in public administration
* Significant assistance to procurement and project management portions of budget execution across ministries and provinces
* High priority projects expedited – e.g., commissioning new turbines and gas treatment plant; improving steel purchase and oil services contracts
* Tatweer has recently been extended to end in January 2011, for an overall lifespan of 4 ½ years.
Some detailed highlights of Tatweer's work includes;
Expanding Government’s Training Capacity - Tatweer assists the GOI in expanding its capacity to provide and utilize quality in-service public administration training for its personnel. Tatweer works closely with the NCCMD and the Al-Quds School for Computers to expand and revitalize their training capacity, including the establishment of satellite centers in Mosul, and Basra. Additionally, Tatweer assists its partner ministries to increase their internal training capacity to reach a broad spectrum of their employees in Baghdad and across Iraq’s eighteen provinces. Eighteen new training centers, including a brand new one in Erbil, extend Tatweer and the GOI’s training reach nationally.
Tatweer Energy Group - Tatweer Energy (TEG) is a special team of international energy experts assisting local ministries to restore electricity to all Iraqis. The team delivers comprehensive and coordinated assistance in the critical areas of project management, technology and procurement for the electricity, petroleum and gas industries. These experts assist their Iraqi counterparts to develop the skill sets and tools needed to rebuild the energy sector; from best practices in tendering for plants and services to project management required to build multi-billion dollar infrastructure like refineries and power plants.
Engagement with Key Ministries and Executive Offices - Tatweer works directly with ten key ministries plus the Offices of the President and two Vice Presidents, the Prime Minister, the two Deputy Prime Ministers and the Council of Ministers Secretariat. Tatweer ministry engagement teams provide assistance for improving management systems, and coordinate and follow up with Tatweer training to maximize its impact on administrative operations. The project builds the ministries’ capacity to assess their own systems and identify practical improvements in the delivery of services to their “customers” among the Iraqi population.
Training and Scholarship Program - Tatweer provides an ambitious training program to raise the skill levels of a critical mass of public administration managers. All training is competency-based, skill-oriented, adult-focused and in Arabic. The emphasis has shifted heavily towards training provided by Tatweer-trained Iraqis (Trainer of Trainers), with a result that over half of all new trainees are taught by local-nationals. Additionally, Tatweer is providing up to 180 international post-graduate scholarships in public administration programs.
Rapid Response to Urgent Performance Issues - Tatweer responds to urgent performance requirements, especially budget execution (including procurement), and provides rapid surges of staffing and activity in support of U.S. government policy priorities. Tatweer is also reaching out aggressively to provide training and technical assistance to the provincial arms of the federal government in cooperation with the U.S. Embassy team in Iraq.
With four field offices in Iraq and over two hundred and fifty local and expatriate employees, Tatweer will continue to provide hands-on technical assistance to improve Iraqi public management until the project end date in 2011.
