The Kurdistan Region - a Federal Region in Iraq - has three primary institutions: the Kurdistan Regional Government (KRG), the Kurdish Regional Presidency, and the Kurdistan National Assembly. Kurdish government institutions exercise legislative and executive authority in many areas such as educational policies, infrastructure development, and the regional budget.
Since January 2007, the USAID/Tatweer program has worked with 10 KRG ministries in providing capacity building in public management. These ministries are: Planning, Electricity, Municipalities, Health, Finance, Agriculture, Water Resources, Justice, Natural Resources (Oil) and Human Rights. In addition to KRG trainees, large numbers of civil servants from Kirkuk, Ninawa, Diyala and other provinces have been trained in the KRG through multi-province workshops on a variety of topics.
USAID/Tatweer Assistance in the KRG:
The USAID/Tatweer program has assisted the KRG by delivering public management training courses in the following core areas: Leadership & Communication, Project Management, Fiscal Management (Procurement, Budget and Cash Management), Human Resources Management, Information Technology (Microsoft, Oracle, Cisco and CTT+), Anti-Corruption, Strategic Planning, Self Assessment, English language (Business English and preparation for TOEFL Test), Statistics, General Information System (GIS), ISO, and Primavera software.
The USAID/Tatweer program in the KRG has trained over 15,000 civil servants conducting more than 650 training courses in public management since January 2007, covering the three KRG provinces (Erbil, Sulaimaniya and Dahuk). Training courses were also conducted in larger cities such as Koya, Zakho, Akira and Soran.
Highlights for 2008:
- 7,000 KRG civil servants trained in 268 public management courses.
- 50 TOT's graduated in five core area of public management.
- USAID/Tatweer received a certificate of appreciation from the KRG-Minister of Planning for training over 10,000 civil servants.
- In addition to Erbil, Sulaimaniya and Dahuk, training courses were conducted in Koya city through full cooperation with Koya University.
- More than 25 students from KRG were approved to study for a Master's Degree in Public Management through the USAID/Tatweer Scholarship program.
Highlights for 2009:
- Over 5,000 KRG civil servants trained in 237 public management courses.
- 35 TOT's graduated in five core area of public management.
- USAID/Tatweer received a letter of appreciation from the KRG minister of Municipalities for training over 1400 civil servants from KRG-MOM.
- KRG Regional Training Center at Salahaddin University was renovated with USAID/Tatweer assistance and opened on May 4, 2009.
- USAID/Tatweer provided a framework for consultation and planning for the initial set-up and opening of the KRG Center of Excellence.
- The USAID/Tatweer furnished the KRG-MOP training center; the training center started its programs in September 2009.
