USAID/ Tatweer, in partnership with the GoI’s National Center for Consultancy and Management Development (NCCMD), jointly coordinate a program in public administration training to create a significant core of trained administration personnel.Training in the essential public administration skills—Procurement, Budgeting, Project Management, Human Resources, Information Technology, and Leadership and Communication—is competency-based, adult-focused, and in Arabic.The ten USAID/Tatweer-assisted Ministries are active participants in the training of their staff and to date, over 40,000 Iraqi civil servants have been trained in this program.The emphasis has now shifted heavily towards training provided by USAID/Tatweer-trained TOTs, with over half of all new trainees now taught by Iraqis. In addition, USAID/ Tatweer is providing up to 115 international postgraduate scholarships in public administration programs.
Tatweer assists the GOI in expanding its capacity to provide and utilize quality in-service public administration training for its personnel. Tatweer works closely with the NCCMD and the Al-Quds School for Computers to expand and revitalize their training capacity, including the establishment of satellite centers in Mosul, and Basra. Additionally, Tatweer assists its partner ministries to increase their internal training capacity to reach a broad spectrum of their employees in Baghdad and across Iraq’s eighteen provinces. Eighteen new training centers, including a brand new one in Erbil, extend Tatweer and the GOI’s training reach nationally.
Training and Scholarship Program Tatweer provides an ambitious training program to raise the skill levels of a critical mass of public administration managers. All training is competency-based, skill-oriented, adult-focused and in Arabic. The emphasis has shifted heavily towards training provided by Tatweer-trained Iraqis (Trainer of Trainers), with a result that over half of all new trainees are taught by local-nationals. Additionally, Tatweer is providing up to 180 international post-graduate scholarships in public administration programs.
