GOI Ministries Update Job Descriptions to Strengthen Transparency in Hiring and Performance Reviews

USAID/Tatweer has worked for over a year with individual ministries to form specialized job description workshops and ministerial work group mentoring sessions. As a result, four ministries have submitted their completed job descriptions to the Prime Minister’s Office and National Center for Consultation and Management Development: Ministry of Municipalities and Public Works completed 680 job descriptions; Ministry of Water Resources completed 1700 job descriptions; Ministry of Human Rights completed 152 job descriptions; Ministry of Displaced and Migrants completed 105 job descriptions.

In addition, several ministries are in the final stages of completing their job description manuals: at the Ministry of Oil, 22 job description work groups were trained for the central ministry and affiliated oil, gas, and service companies, and 6,000 job descriptions have been prepared based on job analysis forms completed by the Ministry’s 100,000 employees. At the Ministry of Electricity, 21 work groups were trained to prepare job descriptions for the central Ministry and directorates in all geographical locations, and 9,000 job descriptions were prepared based on job analysis forms completed by the Ministry’s approximately 102,000 employees.

The Council of Ministers Secretariat issued a directive dated January 11, 2010 requesting all ministries to submit their organization charts and job descriptions within one month. The implementation of job descriptions will allow ministries to better incorporate a transparent hiring process and conduct annual performance reviews to strengthen the Iraqi Civil Service system.
