Ministry of Oil Headquarters begins Organizational Self-Assessment and Transformation Program (OSTP)

The Ministry of Oil (MoO) Headquarters (HQ) initiated an Organizational Self-Assessment and Transformation Program (OSTP) team to improve internal administrative practices. The MoO HQ OSTP team completed a USAID/Tatweer-led Self-Assessment training course from December 6-14, and is currently collecting interview-based organizational performance data in the Ministry HQ.

The team will use the data it collects to select high-impact organizational improvement opportunities that it will then implement with the support of USAID/Tatweer. OSTP is an externally-supported, but internally-driven, organizational development program that operates in ten GOI Ministries and Executive Offices. OSTP engaged the MoO HQ at the request of Oil Minister Shahristani in order to support the MoO-wide Strategic IT Development Initiative.

One student from this training, Azima Yusef, a senior accountant from the accounting department, said the week-long training, “gives me hope and tools to face challenges in my department, and to develop processes to join the rest of the world.”

Ibrahim Muhey Aldin, head of the programming department at MoO Headquarters, said “OSTP training will enable us to implement changes and manage resources more effectively, for example, assessing personnel needs based on process analysis.”

Mr. Ibrahim showed his understanding and ownership of the process, “the first step for us is the self-assessment phase of the program within the five criteria. These tools will help to improve processes currently used in data gathering, processing, dissemination, and to streamline our efforts into effective systems.”
